<br /> All of the NAPC ' s educational programs explore concepts drawn from the four elements of its holistic cur -
<br /> . riculum : the f ramework of public preservation (federal , state , and local agencies , both public and non - prof -
<br /> it ) , the commission role and- procedures ( responsibilities and legal issues ) , identification and protection
<br /> (survey , designation , design review , incentives , enforcement) , and public support (citizen education and
<br /> awareness , public and non- prof it partnerships , media relations ) .
<br /> Included with many of the programs is a training manual - that the NAPC has compiled using some of the
<br /> most comprehensive , concise , and current printed information available , which serves as a reference for
<br /> commissioners and staff when they return home .
