<br /> letter requesting support and original co-sponsorship for Reid (D-NV) , Byron Dorgan '(D-ND) , Dianne Feinstein (D-

<br /> In the first day of circulation , the letter gathered six addition-
<br /> al original co-sponsors including Representatives Xavier
<br /> Becerra (D-CA) , Wes Watkins (R- OK) , William Jefferson
<br /> (D-LA) , Richard Neal (D-MA) , Amo Houghton (R-NY) , and
<br /> Earl Blumenauer (D -OR) . This letter serves to remind mem-
<br /> bers of the importance of HHAA and alert them *to the bill' s
<br /> impending introduction.
<br /> HHAA garnered 221 co-sponsors in the House and 39 in the
<br /> 1� Senate last year making it one of the most widely endorsed
<br /> tax plans in Congress . Preservation advocates must replicate
<br /> that support in the 107th in order to position ' the bill strongly
<br /> before the leadership and to bolster the efforts of the bill's
<br /> Congressional champions . Unfortunately, sheer numbers will
<br /> not be enough. Without the support of key committee mem-
<br /> bers , the leadership and the President, the bill could once
<br /> again be taken off the table. While, Grassley was a co- spon-
<br /> sor in the 106th , Thomas has never put his name on the bill .
<br /> These members and their ranking minority counterparts , Max
<br /> Baucus (D-MT) in the Senate and Charles Rangel (E)-NY) in
