Future Joint Meeting with Agricultural Preservation Board and Planning Board <br /> Planning and ERCD staff have discussed the idea of having a joint meeting with the <br /> Planning Board , the Agricultural Preservation Board, and the Historic Preservation Commission to <br /> exchange ideas . This would be an opportunity for the three boards to work together on projects with <br /> multiple objectives or shared interests , such as proposals to preserve the St . Mary ' s Road Corridor . Since <br /> the Planning Board reviews all major subdivisions they have a strong sense of property owners ' and/or <br /> developers ' concerns over regulations . The BPC , in contrast, tends to focus on maintaining historic <br /> structures while the APB is working toward making agriculture a profitable business in the county . <br /> March 7 `h was noted as a possible joint meeting date . Staff to alert the commission of further information <br /> on this matter . <br /> b . HPC Elections (February Meeting) <br /> Moon reminded the members to be prepared for a formal vote in February for the chair <br /> position and vice-chair position. The commission discussed possible nominations , terms of current <br /> members and applications for appointment . <br /> AGENDA ITEM #6 : ITEMS FOR DECISION <br /> a. Historic Preservation deliberations on SOCF Recommendations <br /> Moon explained the BPC ' s role in reviewing the Shaping Orange County ' s Future <br /> (SOCF) Provisional Report and preparing formal comments for the Board of County Commissioners . <br /> The Commissioners referred the SOCF report to a number of advisory boards at their November 21 " <br /> meeting . Comments are due by February 29 . The intent is for the different commissions to review the <br /> SOCF recommendations , decide if they support them in general and identify any omissions or approaches <br /> to further encourage those action strategies . The HPC ' s comments will be assembled into a memo for the <br /> BOCC . The commission discussed the action strategy of encouraging building reuse instead of <br /> demolition ; the importance of viewscapes ; the need to further integrate historic preservation into the <br /> development ordinance , incentives such as tax breaks for becoming Local Landmark; a future <br /> maintenance fund for historic sites . Staff to draft these ideas into memo form. <br /> The HPC also discussed the need for more public outreach . Members should become familiar with <br /> historic sites in their community that might potentially be lost or destroyed by development or lack of <br /> maintenance , and become more in touch with what is happening in the seven townships . The commission <br /> also discussed the need for more public education. Many local residents are probably not aware of <br /> Preservation North Carolina ' s programs to help sell historic houses to preservation-minded buyers with <br /> restrictive covenants to require preservation and maintenance . The HPC also discussed drafting history - <br /> related stories in the local paper. <br /> b .
