00 <br /> AGENDA ITEM #5 : ITEMS FOR DISCUSSION <br /> a. Significance : Criteria for Local Landmark Consideration <br /> Moon reported receiving inquiries from several people who asked what the county could do to help them <br /> preserve their old houses—houses that would probably not qualify for the National Register of Historic <br /> Places . Moon said that while the county should promote the Local Landmark Program and encourage <br /> property owners to participate, she did not want provide false hopes for the owners with buildings that <br /> would clearly not be eligible . Allison suggested offering these folks a local archive- - ensuring property <br /> owners that their building is part of the county ' s inventory of historic sites and trying to collect additional <br /> information regarding family history and photographs for the file . Currently, the only financial benefit to <br /> historic property owners is the tax deferral associated with the Local Landmark Program . Allison <br /> reminded the HPC of their rating system, a form developed by the HPC to rank groups of historic <br /> properties . Allison explained that the county considered the ' financial impact of allowing the tax deferral <br /> when it adopted the program . At that time , it was assumed that only those properties listed on the <br /> National Register of Historic Places or the NR Study List would be strong candidates for local landmark <br /> status . <br /> After much discussion, the HPC agreed that the Local Landmark Program was intended for sites with <br /> considerable historic or architectural value, and that the existing county procedure to require a substantial <br /> report (of National Register Nomination quality) is appropriate . Aldridge said that the HPC may wish to <br /> clarify the process for local landmark designation at some point. The commission may wish to review the <br /> process while it works on the design guidelines . <br /> AGENDA ITEM #6 : ITEMS FOR DESCISION <br /> a. Endorsement of Historic District Sign for Cedar Grove <br /> Moon reported that she had received a letter from residents in the Cedar Grove Rural Crossroads National <br /> Register Historic District requesting two identification signs . Anderson recalled previous discussions <br /> regarding signage for the district during the designation process . The HPC agreed to endorse the request. <br /> MOTION : Anderson made motion to ask the county to provide signs for historic districts . Seconded <br /> by Allison <br /> VOTE : Unanimous . <br /> Moon to prepare a memo to David Stancil the Environment and Resource Conservation Department <br /> Director regarding the request and the procedure to ask the county to provide such . <br /> b .
