When the provisions of any other <br /> statute or local ordinance or regulation require a greater width <br /> or size of yards or courts , or require a lower height of a <br /> building or a fewer number of stories , or require a greater <br /> percentage of a lot to be left unoccupied , or impose other higher <br /> standards than are required by the regulations made under <br /> authority of this Part , the provisions of that statute or local <br /> ordinance or regulation shall govern . Other statutes not repealed . <br /> This Part shall not repeal any zoning act or city planning <br /> act , local or general , now in force , except those that are <br /> repugnant to or inconsistent herewith . This Part shall be <br /> construed to be an enlargement of the duties , powers , and <br /> authority contained in other laws authorizing the appointment and <br /> proper functioning of city planning commissions or zoning <br /> commissions by any city or town in the State of North Carolina . <br /> ( 1923 , c . 250 , s . 11 ; C . The conservation and preservation <br /> of historic districts and landmarks stabilize and increase <br /> property values in their areas and strengthen the overall economy <br /> of the State .
