Staff discussed possible preservation tools at the <br /> neighborhood meeting including : regulations such as down zoning and/or adding criteria to flexible <br /> development, honorary programs such as national register and local landmark designation, financial <br /> incentives , and other innovative programs such transfer of development rights . Feedback from residents <br /> was received about the study conducted concerning fieldwork techniques . One resident suggested that <br /> staff pursue oral histories and commented that there were some inaccuracies in the St. Mary Road <br /> Corridor Report . It was also noted that supportive neighbors prompt others to be interested . Land Use, <br /> Zoning & Tax questions were acknowledged as always being topics at community meetings . <br /> One idea suggested by Conner was for staff to write a one page informational letter to be distributed to <br /> residents in the proposed St . Mary' s Corridor with information about the different preservation tools and <br /> techniques to encourage participation as she had received calls from other interested neighbors . <br /> b . Orange County Historical Architecture Manuscript <br /> Moon reported talking with Barbara Williams about a more accurate estimate of the publishing costs for <br /> the Orange County Architectural History . A publication of approximately 200 finished book pages <br /> should run about $ 30 , 000 . We have $ 5000 from an Archives & History Grant . If we can come up with a <br /> $ 10 , 000 matching grant and another $ 5 , 000 to $ 10 , 000 in subscriptions or other funds, we should be able <br /> to fund the project. We need to do some more work on the book and finalize the cost estimates then work <br /> on fund raising and grant cycle completions . <br /> Barbara Williams offered to come and talk to the HPC on how to get started . First off, we need to get the <br /> materials together and review Rick Mattson ' s inventory entries and begin selecting photos . We also need <br /> to design the actual book layout. Moon expressed concern over advertising for more documentary photos <br /> before the commission was ready to make final selections, because of the potential for the county to lose <br /> or damage a family photo . Anderson suggested having copies made for all suitable photos so that the <br /> originals could be returned to the owners as soon as possible . Golan volunteered to provide his scanning <br /> equipment to help with this task . Moon reported that a Mr . Griffin had contacted staff from the first <br /> newspaper article requesting photos and has promised a collection of photos for use in the publication . <br /> The inventoried site photographs were discussed, including needing interior photos and better essays to <br /> match the photographs . An example was given of a house off of Old Hwy 10 where the developer had <br /> asked the HPC to look at the house . The inventory description stated "Chinese Chippendale Balustrades, " <br /> however, it was a 1890s house with some lattice-type balustrades . The house appeared to be built as <br /> much as 30 years later than reported in the survey entry . <br /> A list of sites selected for inclusion in the manuscript was located and staff had highlighted sites that <br /> Mattson had written essays for and noted that some descriptions written by surveyor need improvement. <br /> The HPC noted that they had not decided which photos were to be included previously . Golan suggested <br /> getting technical support with photo preparation donated from newspapers to cut the cost of printing the <br /> book . Anderson suggested going through Mattson ' s manuscript, pulling photos of the places mentioned <br /> and putting them aside with the manuscript. Then, looking at the ones not mentioned and to see there are <br /> additional photos that we think should be included . Finally reviewing the essays and making a list of the <br /> ones that need to be worked on. These preliminary decisions should be made before we ask Ms . Williams <br /> to meet with the HPC to work on putting the information together . Another item noted was that houses <br /> that had been demolished burned, collapsed should be noted in the essays . <br /> Golan reported speaking to someone at the Orange County Historical Museum regarding old photos . <br /> Anderson volunteered to contact Marion Jackson at the museum to find out more information .
