" I 'm 65 . " " I don't think it' ll ever happen, " said Hudson, who actually doesn't turn 65 until March . After listening quietly to the remarks , commissioners took turns .3 thanking local officials and reassured audience members that the decision isn't final . Then they approved the route on a 5 - 0 vote . City Council members had approved the route June 7 after a quiet public hearing there . In response to concerns , Commissioner Bill Bell asked the board to remove the words " community consensus " , from the resolution . The proposed route of Northern Parkway now moves on to the state Department of Transportation for an environmental impact study . State officials will compare the possible effects of the Northern Parkway route with the state ' s original Eno Drive route , a process that could take up to a year, said Wesley Parham, senior transportation planner for the city of Durham . Federal and state law require the study to include the ecological, social and economic impacts of the two routes .
