The majority of the HPF grant is
used to supplement the state appropriation for the operation of the HPO . The continued level
funding, combined with rising personnel costs , resulted in a $ 12 , 000 loss in HPO operating
funds . In spite of this , the HPO directed almost 14 percent of the federal grant to
preservation projects undertaken by local governments and nonprofit preservation
organizations . Ten percent of this amount was dedicated to subgrant projects within the
jurisdictions of Certified Local Governments (CLGs) . For more information on North
Carolina CLGs , refer to the article on page 13 .
The HPO received thirty-four 1998 HPF subgrant applications totaling $ 830 , 843 . Of these ,
twenty-four applications , representing $415 , 738 , were for projects located in CLGs . Nine
CLG subgrant projects were funded, as were the state ' s annual local preservation commission
conference and six scholarships to the National Commission Forum, held in the summer of
1998 .
-_-
