Laid out <br /> primarily from 1916 to 1947 on land surrounding the mid-nineteenth-century Mordecai <br /> plantation house , the district contains dwellings based for the most part on published building <br /> plans , together with a few examples of architect-designed houses . Craftsman , Tudor Revival , <br /> Dutch Colonial , and minimal traditional-style dwellings lining tree-shaded streets contribute <br /> to the neighborhood ' s charm . Consultant Pat Dickinson, with research assistance from Helen <br /> P . Ross and Susan E . Holladay , prepared the nomination under the sponsorship of the Raleigh <br /> Historic Districts Commission . <br /> Distinctly different themes characterize the two urban districts . In the south-central <br /> Piedmont , the city of Concord sponsored a National Register nomination for the South <br /> Union Street Courthouse and Commercial Historic District . The fourteen-building district <br /> constitutes the town ' s historic commercial and governmental core and represents development <br /> from 1875 = 1876 , when the third Cabarrus County courthouse was constructed, to the mid- <br /> twentieth century . Consultant Laura A . W . Phillips explored the political and economic <br /> history of Concord that shaped this small but well-preserved section of downtown . In the <br /> eastern end of the state , the Greenville Historic Preservation Commission hired consultant <br /> Betsy Gohdes-Baten to prepare the nomination for the Greenville Tobacco Warehouse <br /> Historic District , a collection of impressive brick buildings that symbolizes the historic <br /> economic base of Pitt County . <br /> Several of the year ' s forty-two nominations addressed properties important to the state ' s <br /> lt in 1881 , the R. W . George Mill is a two-story frame corn mill on Big <br /> industrial history . Bui <br /> Creek in northern Stokes County . Representative of a small-scale industry important to the <br /> economic and social history of that rural community , it is the oldest surviving corn mill in the <br /> county . The Piedmont ' s industrial history is further illustrated by the Saxapahaw Spinning <br /> Mill , a brick complex on the Haw River in rural Alamance County started in 1880 and <br /> expanded throughout the twentieth century . <br /> Industrial development in Raleigh is illustrated by several properties , including the imposing <br /> tripartite-form brick Raleigh Electric Company Power House built ca . 1910 and expanded <br /> around 1930 , and the Art Deco-influenced (former) Carolina Power, & Light Company Car <br /> Barn and Automobile Garage, constructed in 1925 . When constructed in 1928 , the cream- <br /> colored brick (former) Pine State Creamery, an Art Moderne building designed and erected <br /> by prolific local contractor James A . Davidson, symbolized the most up-to-date processing <br /> and distribution of dairy products in central North Carolina. The 1941 (former) Royal <br /> Baking Company, a utilitarian brick building exhibiting International-Style design elements , <br /> represents the industrial growth that occurred in the capital city in the post-depression era. <br />
