3 <br /> Commission members discussed the look of the pictures, sizes , photo placements , that maps should be <br /> included and the general desired overall look preferred for the final product . The design proposals were <br /> discussed and it was concluded that the difference of final cost, as they were so close, would not be the <br /> deciding factor . <br /> Anderson stated estimates of the costs : Marbelhead ' s total was $ 19, 650 and Williams ' total was $21 , 538 , <br /> Staff indicated more research could be done on the publishers and their products, consider the formatting <br /> issues, review the example volumes and decide at a later time . <br /> The group decided to go ahead pick the manuscript consultant and to have the selected group come and <br /> describe their process and, to discuss what the Commission ' s preferences are about the publication . <br /> MOTION : Rich moved to accept the proposal and have them come in to describe the process as <br /> submitted by B . Williams & Associates . Seconded by Anderson . <br /> VOTE : Unanimous , <br /> The Commission discussed the necessity of historical photographs be included in the manuscript. Several <br /> ideas of solicitation for these were discussed, including letters of request from current owners of all <br /> historical property owners . <br /> AGENDA ITEM #7 : STATUS REPORTS <br /> a. Local Landmark Designations : Phelps Farm <br /> Belk indicated he is meeting with the landowner again to encourage his participation in the Local <br /> Landmark Designation program . <br /> Staff reported that the Phelps Farm had possibility of being developed up to 80 homes with 33 % open <br /> space in the flexible development option and discussed other options the owner might choose that would <br /> split the farm . If the BOCC approves the change to the land use plan that is now in the process with the <br /> Apex Northwest proposal, the Phelps Farm has the potential of being highly developed . <br /> Staff reminded the group that as the National Register Nomination program is voluntary, the landowner <br /> can withdraw from the program at any time, pay a penalty of three years back taxes and continue on with <br /> development plans if approved by the BOCC and Planning Department . Also, review by this <br /> Commission is regarded highly by the BOCC and Planning Board . <br /> The Commission discussed the Phelps Farm being lost to development progress as unfortunate; however, <br /> saving a small portion in the middle of a housing development is not the Local Landmark Designation <br /> goal . It was suggested that there were other sites for examples of Local landmark Designations such as <br /> the Pittard Place , <br /> The Commission discussed that if Phelps declines to participate in the program, the possibility of going <br /> forward with transferring those funds towards the Oaks project . <br /> b . White Oak Grove School National Register Nomination <br /> Belk noted that the Oak community is in the process of raising the $2500 at a fund raising event soon for <br /> Todd Dickinson to complete the stabilization work . <br />
