2 <br /> AGENDA ITEM #5 : ITEMS FOR DISCUSSION AND DECISION <br /> a. FY99-00 Historic Preservation Goals <br /> Staff indicated that the format is slightly different than past years and that once approved, there will be <br /> clear checklist of steps of projects being done as stated in the FY99- 00 Historic Preservation Goals . <br /> AGENDA ITEM #6 : ITEMS FOR DISCUSSION <br /> a. Orange County Historical Architecture manuscript . reviewing the <br /> Publishers ' Previous Work <br /> Belk reported that the County did not receive the grant for the Oaks Rural Historic District National <br /> Register Nomination as indicated in the letter from the State Historic Preservation Office included in the <br /> agenda. However, as the County had previously appropriated the $4000 for the matching grant fund , the <br /> Commission could divert that towards completing The Oaks project. <br /> The HPC also requested $ 10 , 000 to continue the Local Landmark Designation Program . <br /> The County could apply for a $ 15 , 000 loan from the Federation of Historical Societies for the manuscript. <br /> Once approved, we have a one year period to accept the money, followed by a one year window for re- <br /> payment. Staff suggested using the $4000 and the $ 6100 that is in the local designation fund and going <br /> forward with the Oaks study in the next fiscal year . Then, getting the loan from the Historical Federation <br /> and proceeding with the manuscript . Then, the following year, requesting the BOCC to fund the <br /> publishing of the book . Thereby allowing for the accomplishment of both goals of publishing a Historic <br /> Architecture Manuscript and continuing the Local Landmark Designation program . <br /> Allison asked what entity would borrow the money . Staff clarified it would be the County and would be <br /> an interest-free loan . <br /> Rich questioned the likelihood of the Federation approving the loan application . <br /> Staff reported it was highly likely as there was only one other project involved in this program, and that <br /> the County is a member and eligible . This will allow the completion of the pre-production stage . Then we <br /> could ask the County for the printing funds or seek an underwriter such as Hillsborough Savings and <br /> Loan or someone that would like to . be associated with the project. <br /> Anderson asked if the Commission could get the CLG loans for the additional funds needed . <br /> Belk replied that the CLG grants do not pay for this type of work. <br /> Allison asked if the application could be done now and plan to shift the previously committed $4000 and <br /> $ 6100 from the Local Landmark Designation fund to going ahead with The Oaks project at the beginning <br /> of July. <br /> Belk noted that after July 1 there would be other funds available to continue with Local Landmark <br /> Designations . <br /> Staff had examples of previously published volumes from the two publishers for the Commission to <br /> review thoroughly and possibly have the two publishers attend the next meeting and present options . <br />
