INTRODUCTION <br /> Legacy at Work is the third annual report on how the State Historic Preservation Office (HPO) <br /> is implementing North Carolina ' s comprehensive historic preservation plan for the 1990s , <br /> We note with pleasure the work of the state ' s local preservation commissions and the <br /> communities working hard to identify , protect , and enhance their historic resources through <br /> preservation projects and public education efforts . Working through the HPO , local <br /> commissions , preservation consultants , individuals , nonprofit organizations , and governmental <br /> agencies , North Carolinians are helping to ensure a heritage rich in historic resources for <br /> future generations . <br /> The following articles report on the work of the HPO from July 1 , 1997 through June 30 , <br /> 1998 , and outline our top three initiatives for 19981999 . We invite your comments and <br /> questions .
