She noted that one of the funs that she works for is <br /> included in one of the proposals although they will not be doing the work . She also noted that she had <br /> previously worked for Dr . Stine . <br /> Belk stated that if Samford was named as one of the principal workers then it would be an issue, but <br /> because of the indirect relationships and the fact that this is not an open-ended project, he stated that she <br /> should be able to vote . <br /> Samford stated that she agrees that Dr . Stine ' s proposal is more of what the Commission wants . <br /> MOTION : Rich moved to accept the proposal submitted by Dr . Stine . Seconded by Samford . <br /> VOTE : Unanimous . <br /> Belk added that Dr . Stine ' s proposal will be a very useful tool and that her approach to preservation <br /> reflects what the county wants to do . <br /> AGENDA ITEM #6 : ITEMS FOR DISCUSSION <br /> a. Orange County Historical Architecture Manuscript : Request for <br /> Proposals <br /> Belk stated that he had talked to the two publishers (B . Williams & Associates and Marblehead) and they <br /> both have the manuscript as well as the archaeological component. He stated that he will be meeting with <br /> Susan McDonald of Marblehead tomorrow and she will probably submit her proposal at that time . The <br /> proposal from B . Williams will probably be received next week . He also noted that he hoped to have two <br /> new members to the HPC by the April meeting . He thanked Allison and Anderson for agreeing to remain <br /> on the Commission on a month by month basis until the new members are in place and hopefully until the <br /> manuscript is done . <br /> b . Architectural Survey of the St. Mary ' s Road Corridor <br /> Belk stated that the State Office will do a contract for the architectural survey and he should be getting <br /> this soon . <br /> c. National Register Nomination — White Oak Grove School <br /> Belk stated that he had talked with Richard Mattson . He stated that the contracts for both this nomination <br /> and the architectural survey of St . Mary' s Road could be approved at the staff level . He reported that Iris <br /> Chapman had talked with Todd Dickinson and received a quote on stabilizing the building and she is in <br /> the process of raising $2500 from the alumni of the school to stabilize the roof and the building . <br /> d . Local Landmark Designations <br /> Allison asked if there had been any movement on the Phelps Farm . Belk responded that he had visited <br /> the Phelps family, had talked with Rachel Phelps-Hawkins , and had also met with Mr . Joe Phelps . He <br /> noted that an intern with the Planning Department is working on the project to show the family the <br /> financial benefits of doing the national register and local designation . She is showing the Phelps some <br /> possibilities for a development plan so that they can both preserve the farmstead and realize some <br /> economic gain from developing part of the land . He stated that to date there has been no movement. He <br /> noted that there is $ 10 , 000 in the budget, $ 3900 of which will be used for the White Oak Grove project, <br /> with $ 6100 left to do the Phelps Farm . Belk stated that he will contact Mr . Phelps and indicate to him <br /> that a decision is needed soon . He stated that the Phelps Farm can be kept on hold, but he will go ahead . <br /> and get in touch with the other properties on the priority list to see if they are interested . <br />
