Crow, Director <br /> April 6 , 1999 <br /> Mr. Don Belk , Preservation Planner <br /> Post Office Box 8181 <br /> Hillsborough , North Carolina 27278 <br /> Re : Oaks Rural Historic District National Register Nomination <br /> Dear Mr. Belk: <br /> Thank you for your application for 1999 federal preservation grant funds <br /> administered by the State Historic Preservation Office ( HPO ) of the North <br /> Carolina Division of Archives and History . The funds are made available <br /> through- the state from the Historic Preservation Fund ( HPF ) administered by the <br /> National Park Service , U . S . Department of the Interior. This year, thirty-six grant <br /> applications were received from North Carolina applicants , requesting $298 , 147 <br /> in federal assistance . However, only $70 , 000 in subgrant funds were available <br /> to meet the important preservation needs outlined in the applications . <br /> The 1999 applications involved many projects of extraordinarily high quality and <br /> competition was very keen . We would like nothing better than to be able to <br /> award grants to all of the applicants . However , limited funding and budget <br /> restrictions on the federal and state levels , combined with increasing state - <br /> mandated duties within the HPO , make this impossible this year. As a result , <br /> your project is not among those that were selected to receive federal grant <br /> assistance in 1999 , <br /> We are disappointed that we cannot fund a greater number of worthwhile <br /> proposals such as the Oaks Rural Historic District National Register Nomination , <br /> but perhaps you can find a nonfederal funding source to accomplish the goals of <br /> your project . Besides county and city monies and donations from local <br /> organizations , many communities and groups have solicited funds from <br /> corporations , private foundations , individuals , and the National Trust for Historic <br /> Preservation .
