We plan to work closely with the North Carolina Department of Cultural <br /> Resources , as well as local neighborhood representatives , planners , historians , <br /> and the Orange County Planning Department . We would develop information <br /> for a historic context on the property by reviewing county land records , <br /> conducting oral interviews , and searching the records of local libraries , <br /> newspapers. , churches , school boards , historical societies and state archives . <br /> Research would help reveal how the school fits in with patterns of local history <br /> and development of the African-American community . Evaluation of the <br /> physical structure of the school building would include determining how it has <br /> changed over time , as well as thoroughly documenting the present condition by <br /> photography and development of a site plan and floor plan . After the facts are <br /> gathered and the historical integrity of the building is assessed, we would apply. <br /> the National Register criteria for evaluation and make the case for significance <br /> as required by National Register Bulletin 16A. It appears that the school may <br /> be significant under Criterion A (for its association with local historical events ) <br /> and possibly Criterion B (for its association with the life of a locally significant <br /> person) . Depending on the physical integrity of the building and other factors , <br /> it could also possibly be significant for its architecture , design or construction <br /> ( Criterion Q . <br /> Before proceeding with field work , we propose to conduct a public <br /> meeting to notify the community of the process and to answer questions and <br /> solicit information . We will also conduct a second public hearing to present <br /> findings and results on the proposed nomination . If the consultant needs to <br /> attend the hearing before the National Register review board , we will also be <br /> happy to do that . However , it is not included in the proposed budget , and that <br /> would need to be negotiated as an additional expense , <br /> We are prepared to begin work within two weeks of a notice to proceed . , <br /> The first draft of the National Register nomination , including maps and <br /> photographs , would be submitted within eight weeks of project inception . If <br /> revisions are necessary, those would be completed within 30 days after the <br /> comments are received .
