0 <br /> 3 <br /> The listing of a property in the National Register places no obligation or restriction on a private <br /> owner using private resources to maintain or alter the property . Over the years , various federal <br /> incentives have been introduced to assist private preservation initiatives . A private owner of a <br /> National Register property becomes obligated to follow federal preservation standards only if <br /> federal funding or licensing is used in work on the property, or if the owner seeks and receives a <br /> special benefit that derives from National Register designation, such as a grant or a tax credit . <br /> The Cabe-Pratt-Harris House would be the 1 lth National Register site in the unincorporated area <br /> of Orange County . <br /> Staff finds that the Cabe -Pratt-Harris House meets the criteria for eligibility for listing on the <br /> National Register . <br /> This concludes the staff report on the proposed nomination . <br /> 3 . Questions from Commission <br /> There were no questions from the Commission . <br /> 4 . Comments from the Public <br /> Allison reiterated that there would be no restrictions placed on this property or adjacent property . <br /> Jim Brame, representative of a family partnership that owns some adjacent property, commented <br /> that they are supportive of the idea. He stated that their only concern would be if there were <br /> restrictions placed on development in the future . <br /> Allison stated that this would only enhance the adjacent property and would in no way adversely <br /> affect the property . He also noted that National Register designation would be a plus for future <br /> development . <br /> Brame stated that they are looking forward to this project helping them rather than hurting them . <br /> 5 . Close Public Hearing <br /> Allison closed the public hearing portion of the meeting . <br /> 6 . HPC Discussion and Recommendation <br /> MOTION : Rich moved to accept -the nomination for the Cabe -Pratt-Harris House . Seconded <br /> by Anderson . <br /> VOTE : Unanimous . <br /> AGENDA ITEM #6 : ITEMS FOR DISCUSSION <br /> a. 1999 Historic Preservation Fund (CLG) Grant <br />
