n4 02 2
2 . Staff Report
Belk reported that on November 20 , 1998 , the Orange County Planning Department received a
letter from the State Historic Preservation Office, notifying us that a National Register
nomination for the Cabe-Pratt-Harris House would be considered by the NC National Register
Advisory Committee on January 14 , 1999 .
In accordance with Certified Local Government requirements, Orange County has 60 days in
which to comment on the proposed nomination. Furthermore, the local Historic Preservation
Commission is required to provide an opportunity for public comment on the nomination within
that 60 day period .
The Historic Preservation Commission discussed briefly the Cabe-Pratt-Harris House National
Register nomination at their meeting on November 24 . On December 21 , 1998 , notices of a
hearing on the proposed nomination were sent by certified mail to all property owners within 500
feet of the property that contains the Cabe -Pratt-Harris House . On December 26, 1998 and
January 2 , 1999 , notices of public hearing were published in the Chapel Hill Herald . On
December 30 , 1998 , a notice of public hearing was published in the News of Orange County .
ill fulfill the Historic Preservation Commission ' s requirement for public
This hearing tonight w
comment on the proposed nomination .
The proposed nomination is for the Cabe-Pratt-Harris House , located in the Eno Township on the
west side of Pleasant Green Road ( SR 1567) approximately . 75 miles north of the junction with
U . S . 70 . The property is referenced as Lot 1 on tax map 24 .
The Cabe-Pratt-Harris House was placed on the National Register Study List by the NC Division
of Archives and History on January 12 , 1984 . Placement on the Study List implies that the site is
potentially eligible for listing on the National Register of Historic Places .
The National Register nomination form, drafted by historic preservation consultant Patricia S .
Dickinson, was distributed to the HPC at the November 24 , 1998 meeting .
According to the nomination form, the Cabe -Pratt-Harris House is eligible for listing in the
National Register of Historic Places because it embodies distinctive characteristics of an
architectural type , a period, or method of construction. The house, a rare example of a one- story,
hall-parlor plan in the late- Georgian architectural style , is notable as an example of a small but _
substantial early-nineteenth century farm house of the Eno River Valley .
To summarize facts about the National Register of Historic Places . it is the nation ' s official list
of buildings, structures , objects , sites , and districts worthy of preservation for their significance
in American history , architecture , archaeology, and culture . The National Register was
established by the National Historic Preservation Act of 1966 . The purpose of the Act is to
ensure that as a matter of public policy, properties significant in national, state, and local history
are considered in the planning of federal undertakings, and to encourage historic preservation
initiatives by state and local governments and the private sector.
