004 4
should consider the entire range of CLG projects and forward a recommendation to the BOCC so
that they will have a chance to discuss the proposal at their December meeting . This will prevent
the BOCC from having to discuss and decide on projects at the January meeting since the
deadline is January 31st. He noted that if the HPC cannot decide on a single project, suggest
more than one . He stated that he could provide a recommendation . a National Register
nomination for The Oaks district .
Anderson asked if the Caldwell District was a possible district . Belk responded that the other
district that was on the study list was called the Ray -Kenion Farm District, centered around the
Kenion Farm and the Breeze Farm near Schley Road and Walnut Grove Church Road. Anderson
stated that there is a lot of history at Caldwell . Rich commented that he thought it was a lot more
history at Caldwell than the farm area. Anderson stated that the Arch Jordan house in Caldwell
is now on the National Register and it would be within that district if Caldwell was considered .
Allison commented that he did not get the feeling that The Oaks was a district, a community
maybe, but not a district . Belk responded to keep in mind that The Oaks district is on the Study
List and Caldwell is not.
Anderson asked about the financing of the manuscript . Belk responded that the $ 5 , 000 . 00 grant
is in hand and is at the point of just getting someone to do it . Anderson stated that this should be
published as soon as possible . Belk stated that this should be done very soon . There are three
publishers that will be queried but nothing has happened yet . He stated that he will also be
applying for a loan from the North Carolina Federation of Historical Societies .
The Commission discussed the membership of the Commission. Allison stated that he will be
off the Commission in March and would like to see a replacement soon. Rich and Samford
expressed concern with the new members that have not attended a meeting as yet . Belk stated
that he had expected to hear from the two new members but did not . The rules state that you
cannot have more than three unexcused absences during a year . The Commission also discussed
asking previous members if they would consider being reappointed to the Commission .
Members can be reappointed after they have been off the Commission for one year .
Belk commented that the next meeting of the Commission will be Tuesday, November 24 , 1998
instead of Wednesday .
Belk stated that he will come up with a list of projects for the Commission to consider . He stated
that the recommendation to the Board of Commissioners would be one item, but more than one
can be looked at .
Allison stated that he would be willing to go to the Board of Commissioners retreat the first
Saturday in December, give a brief presentation and then report back to the HPC . Belk stated
that this would be the time to ask for money to keep up the landmarks program each year .
c . Draft Scope of Work : St. Mary ' s Road Corridor Preservation Planning Study
Belk stated that he had nothing to report on this item . He stated that he had talked to Debbie
Bevin of the State office and they will fine tune the draft scope of work.
