003 3 <br /> Anderson stated that this information would be very useful to the consultant . <br /> Samford pointed out that it is not so much the building itself, but what went on inside the <br /> building . She stated that National Register nominations focus on the architecture, whereas this <br /> would not be so critical for this building . She stated that the Commission should try to get a <br /> consultant with a specialty in social history . <br /> Belk stated that in his discussion with Debbie Bevin of the State Office, it was the cultural and <br /> social significance of the building that was important . It is not an outstanding example <br /> architecturally because it has been modified to some extent, and it was rather typical of <br /> schoolhouses of the day . But the underlying importance lies in cultural and social historical <br /> aspects . <br /> Dr. Chapman asked if there were any funds for restoration of the building . Belk responded that <br /> the community will have to investigate the sources of funds . He stated that there are some <br /> limited funds available from the North Carolina Department of Cultural Resources . They are <br /> ilable , and there may be other sources . Currently there is no county funding for a <br /> limited, but ava <br /> project such as this . <br /> Allison suggested that stabilizing the structure during the process is the most important thing . <br /> Once the documentation is in place, then start looking at restoration of the site , because more <br /> harm can be done than good to go in now and start putting in a new roof and new porches, etc . It <br /> would be better to stabilize it as is and get all the assessments done and then use the state and <br /> their consultant as a guide as to what should be done . When it reaches the local landmark status <br /> it is not to be changed a great deal and the same goes for the National Register Nomination . <br /> Belk stated that the Historic Preservation Office does have a Restoration Branch with a <br /> representative that would be willing to visit the site and advise on what stabilization measures <br /> should be taken . <br /> Dr . Chapman stated that the roof is in need of repair . Belk stated that he would make the call to <br /> get them in touch with the representative . <br /> Allison asked the community members to keep the Commission apprised of the condition of the <br /> building . The better the condition the building is in the faster the process will take place . <br /> Dr . Chapman asked if this had to go before the Board of County Commissioners . Belk <br /> ill contact the Board of Commissioners and let them know that <br /> responded that he and the HPC w <br /> White Oak Grove School has been selected to be studied and the Commissioners approval will <br /> be needed for actually spending the money . He stated that he would keep Dr . Chapman of the <br /> status of the project . <br /> b . 1999 Historic Preservation Fund (CLG) Grants <br /> Belk stated that the local landmarks program was funded this year and hopefully can be funded <br /> in years to come . He stated that the St . Mary ' s Road project work is underway and the draft <br /> scope of work is almost ready so that consultant selection can begin. He stated that the HPC <br />
