002 2
Allison stated that White Oak Grove School has been listed with the State for National Register
Study List consideration .
Belk discussed the letter sent to Odell Prince in care of Nina C . Breeze from Jeffrey Crow of the
N . C . Department of Cultural Resources . This letter informed them that their property has been
placed on the National Register Study List . He stated that the Commission may wish to consider
this property and decide on properties to be included in the recommendation to the Board of
Commissioners .
Anderson asked for a list of properties that the Commission will be choosing from . Belk
responded that he will get that list for the Commission .
Belk stated that last year there were three properties selected, the Benjamin Duke House , the
Pittard Place and the Smith Cole House . He stated that the owners of the Benjamin Duke House
declined to participate in the program and he has not heard from the other two property owners .
He stated that the list will change because all property owners will not be in favor of
participating .
Rich stated that the Commission should do a form for the nomination of the White Oak Grove
School .
Allison stated that he would like to see this site designated as a local landmark and at what point
should it be refurbished .
Belk stated that there is a fairly extensive process before that point is reached . That would be
going through the entire National Register study which will probably take several months to a
year . After that point, it could be designated as a local landmark . He further stated that there has
been interest in the community in the restoring of the property and its eventual use as a
community center . He stated that what the Commission can do is limited to funding the national
register work and getting the ordinance passed to get it designated as a local landmark . After
that, it is up to the community . Having that status would help the owners in obtaining other
grants , perhaps .
Rich asked what would be the next step . Belk responded that the next step would be an
administrative process of going through and selecting a consultant and proceeding with the
study .
MOTION : Rich moved that the Commission move the White Oak Grove School up
the priority list and begin the process . Seconded by Samford .
VOTE : Unanimous ,
Dr . Chapman commented that in preserving the White Oak Grove School you will be preserving
a heritage and history . She stated that the school came about because there was no place for
African American children to learn . She also stated that there were many activities that were
conducted at the site and it can be used for many future activities as well because there is no one
place to meet in the area.
