The <br /> tax credit for these completed projects leveraged $688 million in rehabilitation expenditures . <br /> • The average cost of projects certified in FY 1997 was $ 1 . 92 lYion—an increase of 29% from <br /> $ 1 . 49 million in FY 1998 , and up from $ 855 , 839 in FY95 , $921 , 498 in FY 1994 and $962,288 in <br /> -FY 1993 . <br /> • Since the inception of the Preservation Tax Incentives Program in 1976 , almost 27, 000 projects <br /> have been certified, representing an investment of over $ 18 billion. <br /> The eleven States with the highest number of approved certification requests are Pennsylvania, <br /> Georgia, Kentucky, Louisiana, North Carolina, Minnesota, Missouri, Wisconsin, California, Ohio, <br /> and Virginia.
