St. Mary ' s Road Corridor Preservation Planning Study <br /> An Assessment of Preservation Options for the St. Mary 's Road/Trading Path Historic <br /> Corridor <br /> Project Goal : Identify and delineate historic architectural and archeological resources ; <br /> traditional , working landscapes (farms) and scenic vistas , and natural <br /> resources . Evaluate effectiveness of various planning techniques in <br /> preserving resources . Consider the linkage of transportation and land-use <br /> planning in the context of preserving St. Mary ' s Road Corridor . <br /> Educate corridor property owners on : ( 1 ) history and cultural significance <br /> of the area; (2) impact of preservation planning techniques on property <br /> values (benefits and restrictions) (3 ) how growth and development trends <br /> in northern Orange and Durham County will affect traffic generation on <br /> St. Mary ' s Road. <br /> Outline an effective Corridor Preservation Plan that ' s supported by the <br /> community . <br /> Resource Identification <br /> Obtain participation of UNC Research Laboratories of Archeology in evaluating extent of <br /> archeological resources , mapping of Trading Path remnants . <br /> Obtain services of landscape architect (specializing in historic landscapes) to assist <br /> Orange County HPC and Planning Staff to : update Orange County architectural survey to <br /> identify resources lost since 1993 -94 ; identify properties under agricultural use and <br /> potentially eligible for local, state, and federal conservation programs , identify possible <br /> historic districts or areas based upon linkage of archeological , architectural , farmland and <br /> natural resources . <br /> Educate Property Owners <br /> Community meetings at intervals throughout project to inform landowners of various <br /> planning strategies . These shall include non-restrictive techniques such as scenic byway <br /> designation, National Register listing , and voluntary open space development guidelines <br /> (Flexible Development) . Thoroughly educate property owners on restrictive techniques <br /> to include conservation easements (scenic , agricultural , etc . ) , local historic designation, <br /> and overlay zoning districts . <br /> Property owners must also be fully apprised of the significance of St. Mary s Road in the <br /> transportation infrastructure , as well as the nuances of transportation planning and <br /> NCDOT policy . <br />
