In 1988 , a Master Recreation and Parks Plan was prepared for Orange County . <br /> During the same year, the Triangle Land Conservancy completed an Inventory of Natural Areas and <br /> Wildlife Habitats of Orange County . These studies provided the detailed inventory of recreational, <br /> geological, and biological sites . <br /> As a result of its participation in the Certified Local Government (CLG) Program through the North <br /> Carolina Division of Archives and ffistmy, Orange County has received several Survey and Planning <br /> Grants to undertake inventories of htistoric and archaeological sines in the unincorporated portions of the <br /> county . That phase involved the preparation of a <br /> preservation plan ; e . g . , the Historic Preservation Element of the Comprehensive Plan, which was completed <br /> and adopted by the Board of Commissioners on April 1 , 1996 . <br /> In Phase III , unforeseen problems precluded the successful completion of the manuscript project. Although <br /> portions of the publication manuscript were finished in that phase, an additional CLG Survey & Planning <br /> Grant was awarded to the County in March, 1995 to complete the undertaking and produce a survey <br /> publication of high quality. Tasks associated with the project include photography, research, writing, <br /> editing, and site/floor plan preparation . Richard Mattson, a historical geographer, completed a manuscript <br /> of the survey in September, 1996 . The next step will be publication of the manuscript. During the 199 &99 <br /> fiscal year, the Historic Preservation Commission will initiate a publicity campaign to seek community <br /> involvement and funding for the manuscript publication . Furthermore, the HPC will request partial funding <br /> ($ 5 , 000) from the Board of Commissioners, to be combined with other grant funds and contributions to <br /> ' Phase V was completed solely with County funds . <br />
