1 ' <br /> I <br /> Adopted : 8/7/97 <br /> Revised : 11 / 11 /97 <br /> Revised : 2/26/98 <br /> Revised: 6130198 <br /> HISTORIC PRESERVATION <br /> GOAL : IMPLEMENT THE GOALS AND OBJECTIVES OF THE HISTORIC <br /> PRESERVATION ELEMENT OF THE COMPREHENSIVE PLAN <br /> ox <br /> . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . <br /> This goal represents the initiation of efforts to carry out the goals and objectives stated in the Historic <br /> Preservation Element of the Comprehensive Plan. Adopted by the Board of Commissioners in April, <br /> 1996, the Historic Preservation Element represented Phase IV of the County ' s historic preservation <br /> program. It followed a series of resource inventories conducted between 1991 and 1994. A historical <br /> architecture manuscript based on the resource inventories was completed in September, 1996. (see <br /> "Background and Objectives" section). <br /> Phase V consisted of the preparation of a nomination of the Cedar Grove crossroads area to the <br /> National Register of Historic Places as a rural historic district. The nomination was completed in <br /> October, 1997 and submitted to the State Historic Preservation Offwe. The North Carolina National <br /> Register Advisory Committee will hold a hearing on the Cedar tsenve nomination in January, 1998. <br /> A decision on National Register listing by the National Park Service is expected by March, 1998. <br /> The Cedar Grove project represents the first step in the process of designating local landmarks and <br /> districts, including National Register nominations for eligible sites. The Board of Commissioners <br /> adopted a local designation program in September, 1997. In January, 1998, the Historic Preservation <br /> Commission (HPC) will recommend several National Register sites to become Orange County ' s first <br /> Local Historic Landmarks. <br /> Associated with the "Historic Landmarks" designation program is the preparation of design <br /> guidelines. Interim guidelines, The Secretary of the Interior ' s Standards for Rehabilitation, have <br /> been adopted by the Historic Preservation Commission for use until locally-tailored guidelines are <br /> developed . The Historic Preservation Commission will use the Standards to insure that proposed <br /> changes to officially designated landmarks are in keeping with the unique character of the structure <br /> or site. <br /> As a participant in the Certified Local Government (CLG) Program through the North Carolina <br /> Division of Archives and History, the HPC will continue to seek Survey and Planning Grants to <br /> achieve the goals of the Historic Preservation Element. For the 199849 CLG grant cycle, the HPC has <br /> received a $4, 000 grant to prepare a Preservation Planning Study for the St Mary 's Roa&/Trading Path <br /> Historic Corridor. <br /> BACKGROUND & OBJECTIVES <br /> Since the inception of its comprehensive planning program, a goal of Orange County has been the <br /> completion of detailed inventories of its cultural, historical, recreational, biological, and geological <br /> resources .
