005 <br /> and March 18 , 1998 , notices of public hearing were published in the Chapel Hill Herald <br /> and the News of Orange County . This hearing will fulfill the Historic Preservation <br /> Commission ' s requirement for public comment on a proposed nomination . <br /> Belk stated that the Dr . Arch Jordan House is located in the Little River Township , on the <br /> east side of N . C . Hwy . 57 between the North Fork of the Little River and the Caldwell <br /> Crossroads . Belk then presented a map showing a concentration of historic resources at a <br /> crossroads and where the Dr . Arch Jordan House is within this area . The property is also <br /> referenced as Lot 8 on Orange County Tax Map 15 . <br /> Belk stated that the Dr . Arch Jordan House was placed on the National Register Study <br /> List by the North Carolina Division of Archives and History on July 8 , 1993 . Placement <br /> on the Study List implies that the site is potentially eligible for listing on the National <br /> Register of Historic Places . In 1994 , Orange County began the preparation of its Historic <br /> Preservation Element, and its Long Range Comprehensive Plan , The Jaeger Company of <br /> Gainesville , GA was contracted to develop the plan under the guidance of the Historic <br /> Preservation Commission and County Staff. The Jaeger Company selected the Dr . Arch <br /> Jordan House to be the cover illustration of the plan itself; so this structure came to the <br /> Commission ' s attention early on . The National Register nomination form was drafted by <br /> Dr . Keith Zahniser and this form was distributed to the Commission prior to its February <br /> 25 , 1998 meeting . According to the nomination form , the Dr . Arch Jordan House is <br /> eligible for listing in the National Register of Historic Places because it embodies <br /> distinctive characteristics of an architectural type of period or method of construction . <br /> The house is considered to be the best-preserved and most stylish example of the <br /> Italianate architectural style in rural Orange County . It is also eligible for the National <br /> Register because of its contributions to broad patterns of our history . The Dr . Arch <br /> Jordan House was closely associated with a rural medical practice under Dr . Jordan in the <br /> late nineteenth century , and in the early twentieth century it came under the joint <br /> ownership of three local Presbyterian churches . The House served as a manse for <br /> ministers serving these churches from 1905 to 1929 . <br /> Belk stated that the National Register of Historic Places is the Nation ' s official list of <br /> buildings , structures , objects , sites and districts worthy of preservation for their <br /> significance in American history, architecture , archeology and culture . The National <br /> Register was established by the National Historic Preservation Act in 1966 . The purpose <br /> of the Act is to insure , that as a matter of public policy , the properties significant in <br /> national , state and local history are considered in the planning of Federal undertakings <br /> and to encourage historic preservation initiatives by state and local governments in the <br /> private sector . The listing of a property in the National Register places no obligation or <br /> restriction on a private owner using private resources to maintain or alter the property . <br /> Over the years , various Federal incentives have been introduced to assist private <br /> preservation initiatives . A private owner of a National Register property becomes <br /> obligated to follow these preservation standards only_ _ if Federal funding is used to work <br /> on the property or if the owner seeks and receives a special benefit from National <br /> Register designation, such as a grant or tax credit .
