Turner and Ms . Chapman went to the site , their first thought was that <br /> this was a Rosenwald School they had missed . An earlier survey stated that it was a house and <br /> no one knew anything about it . As it turns out, it was not a Rosenwald School . The argument <br /> could be made that it is much more significant than Rosenwald Schools because Ronsenwald <br /> Schools were the brain child of a rich industrialist in Chicago . This school evolved from the <br /> community . It was built by the community , funded by the community and the argument could be <br /> made that it is of greater significance to this area than a Rosenwald School would have been . <br /> There should be no question that this building would be eligible for National Register . <br /> AGENDA ITEM #4 : PUBLIC HEARING ON A NOMINATION TO THE <br /> NATIONAL REGISTER OF HISTORIC PLACES . <br /> a. HP - 1 - 98 DR. ARCH JORDAN HOUSE , OR 0931 <br /> 1 . Chair Comments/Olen Public Hearing <br /> Allison asked for those wishing to speak to come forward and be sworn in . He then <br /> turned the meeting over to Don Belk. <br /> 2 . Staff Report <br /> Belk stated that generally , sites that are brought forward for placement on the National <br /> Register are done so through the resources of the County and at the recommendation of <br /> the Historic Preservation Commission . It is not usual for a private landowner to take the <br /> initiative to pay for the research that is required . That is the best way and it saves <br /> taxpayers ' money and certainly private landowner initiative is the best way that the <br /> County can proceed to meet its preservation goals . The Historic Preservation <br /> Commission applauds that. They are very pleased tonight to have the opportunity to <br /> provide for public comment on this nomination . <br /> Belk stated that on February 5 , 1998 , the Orange County Planning Department received a <br /> letter from the State Historic Preservation Office notifying them that a National Register <br /> Nomination for the Dr . Arch Jordan House would be considered by the North Carolina <br /> National Register Advisory Committee on April 9 , 1998 . In accordance with Certified <br /> Local Government requirements , Orange County would have sixty day in which to <br /> comment on the proposed nomination . Furthermore, the local Historic Preservation <br /> Commission is required to provide an opportunity for public comment on the nomination <br /> within that sixty day period . The Historic Preservation Commission discussed the <br /> proposed nomination at its February 25 , 1998 meeting : On March 9 , 1998 notices of the <br /> hearing on the proposed nomination were sent by certified mail to all property owners <br /> within 500 feet of the property that contains the Dr .
