003 <br /> Belk replied that the funds for this year are committed to the priorities that the Commission has <br /> selected and the landowners have been notified . They have not firmed up their involvement at <br /> this time . However , a budget request has been made and as the Board of Commissioners <br /> consider this budget , the Historic Preservation Commission has asked again for a $ 10 , 000 <br /> appropriation of funds for the purposes of prepanng National Register nominations . So , pending <br /> approval of the budget , they would have money available July 1 , 1998 to start a new round . <br /> Dickinson clarified that it would be after these three that already have funding available ? So for <br /> the sites that they hope to have awarded in July , they would have more funds available ? <br /> Belk replied that this is correct . A new priority list or the next round of priorities for National <br /> Register could then be established and they could start working on them after July 1 , 1998 . <br /> Satterfield asked if we could handle the study list procedure . <br /> Belk replied that he wanted to bring that up because it is something that he and Ms . Turner could <br /> handle . The State Office ' s policy is not to consider, at least in terms of grant funding , structures <br /> that are not on the study list. So this would really be the first step . If that is something that the <br /> private owners are comfortable with, they could proceed with that right away . The other concern <br /> for Belk, is the physical condition of the building . It needs to be stabilized . Again, Belk feels <br /> that they could get some technical advise from the State Office ' s Restoration Branch, but would <br /> need permission of the landowner to be on the property before proceeding . <br /> Dickinson stated that stabilization would mean boarding up the building to keep vandals out and <br /> fixing the roof to keep water out so it isn ' t deteriorating from the elements . This should be done <br /> as quickly as possible . <br /> Ms . Askew feels that she will be able to work out an arrangement with the landowners for its <br /> I' <br /> future use . <br /> Ms . Satterfield asked how long the school was in operation as a school ? <br /> Ms . Turner replied that it is thought to have been in operation until 1949 . <br /> Belk stated that at this point, Ms . Turner and he will make the first move and get the study list <br /> application done . He asked Ms . Askew if there was someone in the family that could meet with <br /> a restoration specialist to discuss stabilization of that building ? <br /> She replied that she would . <br /> Belk advised that Mitch Wilds , a restoration specialist, would then come out and advise ways to <br /> stabilize the building . At that point, once the building is stabilized, they would proceed with <br /> getting the study list application completed , prod the Board _of Commissions to approve money <br /> for the next fiscal year, wait for that money to become available , and then start working on the <br /> actual National Register nomination . They could also be of assistance to any private fund raising <br /> 3 <br />
