Margaret Brown
Chair, Orange County Board of Commissioners
Post Office Box 8181
Hillsborough , North Carolina 27278
Re : Historic Preservation Program : Goals for 1998 - 99 Fiscal Year
Dear Ms . Brown :
On behalf of the Orange County Historic Preservation Commission , I want to thank the Board of
County Commissioners for its continuing support of the historic preservation program . The Historic
Preservation Commission has made meaningful progress in developing a comprehensive preservation
program to protect the County ' s unique historical and * architectural resources .
By the conclusion of FY 1997- 98 , the HPC will have accomplished the following objectives :
• Listing of the Cedar Grove Rural Crossroads Historic District on the National Register of Historic
Places.
• Development of a Historic Landmarks Designation Program for Orange County and designation of
the first Orange County Historic Landmarks.
• Commence Landmark Designations and National Register Nominations on the highest priority sites
in Orange County.
The establishment of a landmark designation program marked the ' coming of age ' of the County ' s
historic preservation policy . Local landmark designation will provide the most comprehensive means
of protecting historical resources from degradation and destruction stronger than listing in the
National Register of Historic Places and more widespread than private preservation efforts .
Preservation in Orange County will be greatly enhanced by a strong HPC that can fully implement its
designation and design review authority as allowed by local ordinance and state statute . --
During the 1998. 99 fiscal year, the Historic Preservation Commission will continue recommending _
historic sites for local landmark designation . Furthermore , we will encourage owners of the 39
National Register Study List properties in Orange County to pursue nomination to- the National
Register, The HPC will continue to establish priorities of the County' s best National Registereligible
sites and seek their participation in the landmarks designation program . To help ensure the program 's --
success, the HPC requests that the County continue its allocation of $ 10, 000 for a Historic
Preservation Program Fund during FY1998-99 . The fund would provide grants for willing owners of
w
