Orange County ABC Board <br /> Open Meeting Board Minutes <br /> Tuesday March 19, 2019 <br /> 4.Management Updates: <br /> Mr. DuBois demonstrated the functionalities of the ID Scanners currently used in each of our stares. <br /> 1.Law Enforcement Reports:This report is required by the NCABC. <br /> 2.Handbook: Ms.Willoughby is working with the intern to reconstruct the Policy and Procedure <br /> manual. <br /> 3.Pre a Conference:A press conference was held at the State Legislature by Health Communities <br /> to take a stand against privatization of the ABC System.Mr.DuBois and Mr.Bagby attended the <br /> press conference. <br /> 4.Oakdale Project Update:The groundbreaking was February 19's.The projected timeline is <br /> 270 days to completion with a completion date new the end of October. <br /> 5.Educational Benefit: The current benefit provided a maximum of$400 per employee with the Board's <br /> entire expenditure capped at $4,000 per year. A proposed Educational Benefit to raise the employee <br /> maximum to$1000 peryear and the Board's expenditure to$10,000 was presented by Ms.Willoughby.Also, <br /> in the proposal is a recommendation to change qualifications of the tuition reimbursement to 100% <br /> reimbursement for a grade of C or better including the"Pass"score in a Pass/Fail Class.Discussion was held. <br /> Ms. Cousins made a motion to change the Education Benefit as proposed, Mr. Lassiter seconded the- <br /> madon and the vote carried <br /> (See attached Educational Benefit) <br /> 6.2018-2019 Alcohol Rehabilitation and Education Grant Mid-year presentation: <br /> 2018-2019 Grantees presented a mid-year update to the Board. Each grantee reported on their goals, <br /> strategies,measurements of success and tools used. They answered questions from the Board members as <br /> well. <br /> • Trish Halsey,Carps Diem <br /> • Cordelia Heaney,Compass Center for Women <br /> • Randle Horns,El Centro <br /> • Gayane Chambless,Orange Partnership <br /> • Jeff Matkins,Freedom House Recovery <br /> • Annie Burton,Pathway to Change <br /> S.Board Comments <br /> • Mr.Bagby passed around the article from the News of Orange on the ribbon cutting for <br /> the Oakdale Store. <br /> • Mr.Bagby visited El Futuro and shared with the Bound how the organization is growing. <br /> 11.29 am Ms. Cousins made a motion to adjourn,Mr.Lassiter seconded the motion and the vote carried <br /> Meeting adjourned. <br /> Chair's Signature dadID69 Board Secretary's Signature and Date <br /> Open Session 3/19/2019 Page 2 of 2 pages <br />
