Law Enforcement Reports:This report is required by the NCABC. <br /> 2. Handbook:Ms. Willoughby is working with the brown to reconstruct the Policy and Procedure <br /> manual <br /> 3.Store Shelving Incident: Mr.Dubois informed the Board of an incident at the Mix Beverage <br /> Outlet. <br /> 4.PED Study:A study was done by the Performance Evaluation Division on Liquor Regulations <br /> in North Carolina."if the General Assembly wishes to change North Carolina's system for <br /> regulating liquor,it should appoint ajoint legislative commission to determine how state and <br /> local government roles in regulating liquor sales would change." <br /> 5.BOCC Meeting Re-cap:Mr.DuBois,Mr.Bagby and Ms.Cousins attended the Board of <br /> County Commissioners meeting.Mr.DuBois presented the annual report to the Board. <br /> 6.Oakdale Project Update:The groundbreaking is February 19a at 12:00.The projected <br /> timeline is 270 days to completion with a completion date new the and of October. <br /> 5.Capital Improvement Plan:The Orange County ABC Board's capital improvement plan is a fiscal <br /> management tool used to facilitate the coordination of budgetary and financial resources need for upcoming <br /> capital project The capital improvement plan outlines capital projects and debt services liabilities for the <br /> current fiscal year and for the next five years.Attached is the current Capital Improvement Plan. <br /> 6.Law Enforcement midyear reporting: <br /> Brad Ward with the Carboro Police Department reported they have been called in rejoin tomes with other <br /> departments in Chapel Hill.'Therefore,compliance checks are down for the you.They will start back up <br /> this month conducting compliance and on-premise checks. <br /> 7.2018-2019 Alcohol Rehabilitation and Education Grant Midyear presentation: <br /> 2018-2019 Grantees presented a midyear update to the Board.Each grantee reported on their goals, <br /> strategies,measurements of success and tools used.They answered questions from the Board members as <br /> well. <br /> • Sherim Cobb,Orange County Schools <br /> • Jim Wise,Chapel Hill Carrhoro Schools <br /> • Paul Atherton,Orange County Criminal Justice <br /> • Elinor Landess,Campus and Community Coalition <br /> • Dr Luke Smith,El Fenno Inc. <br /> 8.Board Comments <br /> • Mr.Burns:Hillsborough Police Department,Carrbaro Police Department and <br /> Orange County Sheriff Department participated in a joint operation to conduct <br /> compliance checks. <br /> • Mr. Bagby attended Family Treatment Court Graduation. <br /> Closed Session in Accordance with NCGS 143-318.11 Personnel Matters: <br /> ll:l0 am Ms.Carter made a motion to go into closedsesston,Mr.Burns seconded the motion and the vote <br /> carried. <br /> Open Session 2/19/2019 Page 2 of 3 pages <br />
