Orange County ABC Board <br /> Open Meeting Board Minutes <br /> Tuesday November 20,2018 <br /> 4 Health Insurance Renewal.Michele Mofft and Ms.Neighbours presented the Health Insurance renewals. <br /> We received several quotes from different carriers.Blue Cross Blue Shield, United Health care and First <br /> Carolina Care.First Carolina Care will allow us to continue our pre-65 retiree's health insurance coverage <br /> an our plan. With a 2.74 decrease in premiums and a slightly higher co-pay which is staying with-in the <br /> current market for co-pays.Discussion was held.Ms.Redford made a motion to renew heallh Insurance <br /> benefits with Rrst Carolina Car with a decrease 2.74 in premiums and a higher deductible,Ms. Cousins <br /> seconded the motion and the vote carried <br /> With a higher deductible in place,the staff recommended changing our current(MERP)Medical Expense <br /> Reimbursement Plan from$500 to$1000 to supplement the deductible cost for our employees.Discussion <br /> was held Ms.Bedford made a motion to change our MERP from$500 to$1000,Ms. Cousins seconded <br /> the motion and the vote carried <br /> Orange County ABC Board currently pays 0%of dependent coverage.This was an area we could enhance <br /> our benefits package discussed during our benefits study earlier this year. Discussion was held on the Board <br /> contributing money for dependent health Insurance coverage.Mr. Burns made a motion for the Board to <br /> pay$100 a month towards dependent health coverage,Ms. Bedford seconded the motion and the vote <br /> carried <br /> 5 Dental, Life and Voluntary Life renewals: Ms. Neighbours presented the renewals for Dental, Life and <br /> Voluntary life.Dental came in at a 4%increase which is an increase of approximately V 8.50 per employee <br /> per year. There were no increases on Life or Voluntary Life. Discussion was held Ms. Bedford made a <br /> motion to renew benefits with MetLife,Mr.Burns seconded the motion and the vote carried <br /> 6. Security Survey: Officer Roberson visited all Orange County ABC Board locations and evaluated the <br /> locations for security purposes. He gave an overview of each location and said we are doing a great job with <br /> our security we have in place and gave the Board a few suggestions on how to improve it. <br /> 7 Management Updates: <br /> 1.Law Enforcement:Mr.DuBois would like to discuss hiring a part-time law enforcement <br /> liaison to coordinate efforts between the agencies and to follow up on reporting.Discussion was <br /> held <br /> 2.Intern:Noah Basil was introduced in the meeting.He is currently working on a special project <br /> and will transition to the handbook project in January. <br /> 3.Carrboro Store:The Carrboro store Grand Opening was on November 15, we had a large turn <br /> out with local customers as well as state officials. <br /> 4.Oakdale Project Timeline:Once a contractor is hired the contract will start with our lawyer <br /> ironing out all of the details. We will send out financing requests and bring back to the January <br /> 151 Board meeting. <br /> 8 Board Attorney Review:Discussion was held Mr.Burns made a motion to continue contract with Chris <br /> Willett M& Cousins seconded the motion and the vote carried <br /> 9 Oakdale Store Construction Bids: Bids were opened in public on October 26" at 3:00pm. Several <br /> companies declined to bid. We received bids from the following: <br /> Racanelli $2,280,000 <br /> Riggs-Harrod $2,369,542 <br /> ABI $2,558,391 <br /> Open Session 11/20/2018 Page 2 of 3 pages <br />
