Orange County ABC Board <br /> Open Meeting Board Minutes <br /> Tuesday August 21,2018 <br /> 6 Consent Agenda:July 2018 <br /> a.Financial Reports: <br /> i.Comparative Statement of Net Assets <br /> it.Comparative Revenue and Expenses for July 2018 and July 2017 <br /> iii Actual-to-Budget July 2018 <br /> b.July 2018 and Year-to-Date Retail Sales <br /> c.Statewide Sales Report <br /> Discussion was held. Ms. Bedford made a motion to approve the July 2018 Consent Agenda, Mr. <br /> Lassiter seconded the motion and the vote carried <br /> 7 Management Updates: <br /> 1.Law Enforcement Reports:This report is required by the NCABC.Patrick Bums will reach <br /> out to local law enforcement to make sure everyone is aware of the due dates for this report. <br /> 2.ABC Conference: The ABC Conference was August 6-7 in Greensboro and was attended by <br /> Mr.Bagby and Mr.Bums,Board Members,Mr.Dubios General Manager and Kevin Lane, <br /> Assistant Buyer. <br /> 3.Bags:Mr.McCoy presented data regarding our bag purchases for the last three years. We are <br /> currently being cost effective with these purchases without cutting quality. <br /> 4.General Manager Activities: In July Mr.DuBios was a speaker at the Misdemeanor Diversion <br /> Program.In August he attended the Oakdale store Public Hearing and the Northern Coalition <br /> Committee meeting with Mr.Bums. <br /> 5.Willow Creek/Carrboro/LED:The construction timeline for finishing the remodel is delayed <br /> due to the firewall redesign.The Parking lot repair is more extensive than first estimated raising <br /> the final cost as well.Expected project completion has moved to October 1st. <br /> 6.Meeting Topics for FY 18-19:New meeting dates and recurring topics were presented. <br /> Changes were made from previous years.Law Enforcement presentations will be in January. <br /> The midyear grant presentations will be in February and March. <br /> 7.ABC Commission Audit:The state auditor uncovered millions of dollars of waste at the State <br /> ABC Commission and there has been a great deal of negative press since the discovery.There <br /> will be people in the community talking and asking questions.Everyone should be prepared to <br /> address their concerns. <br /> 8 Employee Benefits:The Compensations and Benefits Study from CAI highlighted areas we are currently <br /> competitive in as well as areas for potential enhancement.It also highlighted areas the Board is well above <br /> market in our benefits.We are in the process of an employee survey and will bring the findings to the <br /> September Board meeting. <br /> 9 Compensation Study:The Compensation and Benefits study also looked at market data including wages <br /> for local government,businesses and ABC Boards. Orange County raised the living wage to$14.25 for <br /> temporary employees and$15.00 for permanent employees. Discussion was held and more information <br /> will be brought back to the September board meeting. <br /> 10 Board Comments: <br /> The Board would like to set time limits on each agenda item. <br /> The Board would like to have a Law Enforcement-Security Survey on each store.Mr.Bums will conduct <br /> the surveys. <br /> Mr. Bagby would like In have business cards ordered. <br /> We are in the process of hiring an intent to rework our employee handbook. <br /> Renee Price mentioned that she will miss the September Board meeting. <br /> Mr.Bums and Ms.Bedford attended the Drug;Treatment Court Graduation. <br /> Open Session 8/21/2018 Page 2 of pages <br />
