26 <br /> <br />VOTE: UNANIMOUS <br /> <br />Commissioner Dorosin said it is important to be clear that the comment about the Board <br />spending $14 million on light rail is inaccurate. <br />Chair Rich said, additionally, the Board did not spend $100 million on light rail; but rather <br />spent 16% of $130 million. <br />Commissioner Dorosin said he takes objection to Commissioner McKee’s comment that <br />this was a waste of money. He said Duke and the State killed the light rail project, and he <br />thinks it was a good investment and the project would have been an invaluable asset to the <br />County. <br />Commissioner McKee said he asked about the $14 million, because he knows that was <br />not spent. He said he respectfully disagrees with Commissioner Dorosin, and while there was <br />some benefit, most of the money was wasted. He said this is his opinion. <br />Commissioner Greene said the Board took a calculated risk, and it was a big idea and <br />had a chance of success until the very end. <br />Commissioner McKee said that is why this iteration must address the citizen’s needs, <br />and must have citizen input. <br />Commissioner Marcoplos said he has spent a lot of time at GoTriangle Board meetings <br />advocating for Orange County to be a stronger participant in the triangle feature of the region, <br />with some success. <br />Commissioner McKee said he does not question this at all, and he appreciates all the work <br />done by Commissioner Marcoplos. <br /> <br />c. Application Modifications for Volunteer Advisory Boards and Commissions <br />The Board discussed modifications to the application for volunteer advisory boards and <br />commissions, consider approving a new application format, and consider holding or canceling <br />the November 14, 2019 regular work session. <br /> <br />BACKGROUND: At the October 3, 2019 regular work session, the Board expressed an interest <br />in making advisory boards and commissions more inclusive and improving diversity, and it was <br />noted that the lengthy application may be negatively impacting public response. <br /> <br />The Board discussed reducing the size and complexity of the application to two pages. <br /> <br />Proposed changes to streamline the current application are listed below: <br />1. Remove “Additional Questions” for Selected Boards <br />• ABC Board <br />• Durham Technical Community College Board of Trustees <br />• Orange County Board of Adjustment <br />• Orange County Equalization and Review Board <br />• Orange County Planning Board <br />• OWASA Board <br />2. Remove Township question (can be verified by staff by address) <br />3. Remove domicile in Orange County question (can be verified by address) <br />4. Remove “Place of employment” and “Job title” <br />5. Remove “Are you at least 18 years of age” <br />6. Remove references to fax numbers (old technology no longer used by applicants) <br />7. Remove categories of phones with a space for one phone number. <br />8. Remove “Ethics Guidelines” from application <br />9. Add “Age Range” <br />10. Add “How would your participation on this board contribute to the diversity of viewpoints?”
