(m) all other necessary and reasonable costs . including payments on any <br /> borrowings by the Association which, in the sound business judgment of the Association, <br /> must be incurred in order to keep the Property (exclusive of the Units) in a neat, sanitary and <br /> efficient working order, and to provide for the health, safety and welfare of Owners. <br /> Common Expenses shalt be established by the Association in such amount as shalt be <br /> necessary to fiord the Association' s annual budget. <br /> (d) Special Assessments. In addition to Common Expense Liability, the Association <br /> shall have the power to charge, assess and/or levy Special Assessments for purposes deemed necessary or <br /> appropriate by the Association. Special Assessments shall be, used to fiord extraordinary expenses of the <br /> Association or .capital needs of the Property (exclusive of the Units), including the replacement of any <br /> Improvement. A Special Assessment may be charged, assessed and/or levied by the Association and shall be <br /> collected and paid as the Association shall direct. Unless the Association shall otherwise expressly provide, <br /> each Unit's allocated share of any Special Assessment shall be determined in the same manner as each Unit' s <br /> Common Expense Liability. To • the extent permitted by law, alien for any Special Assessment shall <br /> encumber each Unit subject to such Special Assessment, which lien shall, to the extent permitted by law, be <br /> enforceable as provided elsewhereberein for Common Expense Liability. <br /> (e) hagges . The revenues, funds and sums collected by the Association from <br /> Common Exile w Liability, Special Assessments and other charges may be used to pay for any or all of the <br /> following (to the extent such costs and expenses are not otheamnse expressly allocated in this Declaration to <br /> the Owner(s) of any specific Unit's)): <br /> (i) the costs and expenses associated with the repair, maintenance, upkeep <br /> and/or replacement of the entrances, panting areas, sidewalks and other Improvements; <br /> (ii) the cost of reserves for capital replacement and such other reserves as the <br /> Association in its sound business judgment shall establish; <br /> (iii) the costs and expenses of grounds4eeping and landscaping services; <br /> (iv) the cost of *insurance for such coverage as is required by ARTICLE 1X; <br /> -45 - <br />
