2 <br /> In recent years, Pre-K enrollment has been a topic of discussion with both school districts. <br /> However, SAPFO has not been amended to include Pre-K in the membership and capacity <br /> numbers. Therefore, Pre-K children are not included in the membership and capacity numbers <br /> reported. <br /> Reductions in class size averages at the state level are expected to create elementary school <br /> capacity issues for the 2021-2022 school year. The Schools Joint Action Committee (SJAC) has <br /> met to review elementary school capacity, impacts, and determine how to implement the school <br /> capacity changes, including Pre-K classroom capacity numbers, into the SAPFO annual report <br /> and 10-year student membership and building capacity projections sheets. A final <br /> recommendation to implement class size changes is expected to occur in early 2020. <br /> FINANCIAL IMPACT: Precise financial impacts cannot be determined, but changes in <br /> projected growth in student membership for the next ten years is expected to result in higher <br /> future operating and capital budget requests. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item: <br /> RECOMMENDATION(S): The Manager recommends the Board approve the November 15, <br /> 2019 Membership and Capacity numbers as submitted by each school district. <br />
