173 <br />March 7th minutes continued <br />A special election will be held on Tuesday, April 19, 1960, between the hours of 6:30 o'clock <br />A. M. and 6:30 o'clock P. If., Eastern Standard Time, in the area hereinafter described, which area <br />constitutes the White Cross School District of Orange County, for the purpose of submittinz to the <br />qualified voters residing in said area the following question: <br />"Shall the Chapel Hill City Administrative Unit be <br />enalrUed to include the Snfte Cross School District of <br />Orange County and school tax of the same rate as levied in <br />other portions of Chapel Hill City Administrative Unit be <br />levied in the area consolidated with said City Administrive <br />Unit?" <br />Each ballot provided for the use of votes in voting on the above question in said special <br />election shall bear the words "FOR Enlargement of the Chapel Hill City Administrative Unit and <br />School Tax of the Same Rate" and AGAINST lhlariement of the Chapel Hill City Administrative Unit <br />and School Tax of Same Rate"", and shall contain squares opposite the affirmative and negative <br />forms, in one of which squares the voter may make a cross (1) mark. <br />The voters of said area residing in the unite Cross School District shall vote at a polling <br />place at the school building in the White Cross School District. <br />A new registration of the qualified voters in said area, as hereinafter described, has been <br />ordered by the Board of Commissioners of Orange County. The Registrar for the voting precinct will <br />keep his books open for a new registration of voters from 9:00 o'clock a.m. until sunset on each <br />day, except Sunday and holidays, for the period beginning on Saturday, the 26th day of Lurch, 19160, <br />and ending on Saturday, the 9th day of April, 1960, being the second Saturday before such election. <br />On each Saturday during such registration period said Registrar will keep his registration book at <br />the polling place established for his precinct. The Registar will attend the polling place herein <br />described on the last Saturday, to--wit, April 16, 1960, for the purpose of tearing challenges <br />against any of the registered voters. <br />The County Board of Commissioners hereby appoints Melvin laoyd to act as Registrar, and Mrs. <br />Elva Woods and }'Wallace Copeland to act as Judges of Election for said 71hite Cross precinct. <br />The area which comprises the White Cross School District of Orange County is the area contained <br />within the following boundaries: <br />BEGINNING at a sonnets monument on the Orange and Alamance County line which point is established by <br />a line running due west 212 feet from the intersection of the center line of the Mebane Oaks Highway <br />and the Bounty road that leads to Oak Grove Baptist Church, running thence south 35 deg. 35 min. east <br />8,181 feet crossing aforesaid Mebane Oaks Highway to the intersection of the center line of the <br />county road that leads westwardly from Tea to said Mebane Oaks Highway and the county road that <br />leads to the Orange Grove Highway; thence south 83 dog. 50 min. east 15,470 feet to the intersection <br />of the center line of the Orange Grove Highway and the county road that leads eastwardly from Thar <br />to said Orange Grove Highway; thence north 74 deg. 10 mim east 6,810 feet to the intersection of the <br />center line of the road at Dodson"s Crossroads thence north 69 deg. 15 min, east 8,915 feet to a <br />point in the center of the west side of the loop road. said point being; 1,584 feet north of the first <br />intersection going east from Dodson"s Crossroads thence along the center' of said road in a south- <br />westerly direction 1,584 feet to the intersection of said road (N, C. secondary road #512) with the <br />paved road that leads from Dodson"s Crossroads southeastwardly to Calvander (N. C. secondary i`1511); <br />thence due south along the Binnham and Chanel Hill Township line crossing N. C. secondary road #56 <br />at Bethel Church, crossing N. C. higfivay #54 Just west of Bates Store, corssin.;; Antioch Road at its <br />intersection with tu. C. secondary road #5163, and crossing Jodas Ferry Road 1.25 miles northeasterly <br />from its intersection with the Orange and Chatham County line, a total distance of 39,177 feet to a <br />point on said Orange and Chatham County line; thence in a westerly direction along the Chatham County <br />line to the Almance County line; thence in a northerly direction along the Alamance County line <br />to the point or place of beginning. <br />All bearings referred to turn meridian as calculated fret scaled values and distances computed from <br />scaled values from North Carolina State Highway and Public WorksComad sion Map of Orange as revised <br />June 30, 1957, by Robert A. Jones, Registered Surveyor. <br />After canvass by the Board of County Commissioners of the results of said election )Then the <br />returns have been filed with than by the officers holding the election, and if said election shall <br />be carried by a majority of the votes cast in said election, then and in such event the Chapel Hill <br />City Administrative Unit will be enlarged as of July 1, 1960, and there shall thereafter be levied <br />in said area so consolidated with the City Administrative Unit the same school tax as shall be <br />levied in the other portions of the City Administrative Unit. <br />By order of the Board of Commissioners of the County of Orange, North Carolina. <br />Dated March 7, 1960. <br />/s/ Betty June Hayes, Clerk <br />to the Board of Commissioners <br />of Orange County <br />Commissioner McDade seconded the motion to adopt said resolution, and after discussion, said <br />resolution was put to a vote and visa unanimously adopted. All members of the Board present voted for <br />the adoption thereof. <br />Upon motion of Commissioner Volker, seconded by Commissioner Stanford, and unanimously adopted <br />Wm. R. Kiser, of 69 Dogwood Acres, Chapel Hill, N. C., was appointed to the Chapel Hill Planning <br />Board for a term of five (5) years. The Clerk was requested to notify Mr. Kiser of his appointment. <br />The County Accountant discussed the problem of the issuance of the S50,000.00 in bonds for the <br />Chapel Hill City Administrative Unit. The Board then decided to issue short term notes instead of <br />bonds.
