Care to Share Day Proclamation (added) <br /> 3 <br /> 4 Chair Rich said the Orange Water and Sewer Authority (OWASA) asked to add this <br /> 5 proclamation in October, but it got delayed. She apologized for this delay. <br /> 6 Denise Battle, OWASA Customer Service Manager, thanked the BOCC for <br /> 7 considering Care to Share Day. She said this program helps to raise more funds to help <br /> 8 community members who are having difficulties paying water and sewer bills. She said the <br /> 9 Interfaith Council (IFC) has partnered with OWASA on this cause for a number of years. <br /> 10 Commissioner McKee arrived at 7:30 p.m. <br /> 11 Commissioner Marcoplos read the Proclamation: <br /> 12 <br /> 13 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 14 PROCLAMATION <br /> 15 CARE TO SHARE DAY <br /> 16 <br /> 17 WHEREAS, over 21% of households in Chapel Hill and Carrboro are estimated to have <br /> 18 incomes below $25,000; and <br /> 19 <br /> 20 WHEREAS, it is critical to public health and the vitality of our community for Orange Water <br /> 21 and Sewer Authority (OWASA) to charge the true cost of service required to invest in our <br /> 22 infrastructure, and OWASA is prohibited by law from providing discounted rates based on <br /> 23 income; and <br /> 24 <br /> 25 WHEREAS, at 4,000 gallons of use per month, the average OWASA water and sewer bill <br /> 26 requires over 10 hours of work at minimum wage before taxes; and <br /> 27 <br /> 28 WHEREAS, the Interfaith Council for Social Services (IFC) has partnered with OWASA <br /> 29 since 1997 to provide water and sewer bill assistance to members of our community through the <br /> 30 Care to Share program; and <br /> 31 <br /> 32 WHEREAS, the Care to Share Program has helped over 200 households every year to <br /> 33 pay their bill and maintain vital water services; and <br /> 34 <br /> 35 WHEREAS, last year, funds raised through on-bill contributions fell short of covering utility <br /> 36 assistance provided by the IFC; and <br /> 37 <br /> 38 WHEREAS, it is easy for OWASA customers to contribute on their monthly water and <br /> 39 sewer bill or through a one-time gift to the Care to Share Program; and <br /> 40 <br /> 41 WHEREAS, during the month of November we celebrate thankfulness for what we have; <br /> 42 <br /> 43 NOW, THEREFORE, BE IT RESOLVED that, we, the Orange County Board of <br /> 44 Commissioners, do hereby proclaim November 21, 2019 as "Care to Share Day" in Orange <br /> 45 County, in conjunction with the Orange Water and Sewer Authority. <br /> 46 <br /> 47 This, the 19t" day of November 2019. <br /> 48 <br />
