All documentation shall be submitted to the Department <br /> for review and concurrence. <br /> Most projects under this Agreement will qualify as a Type I Programmatic Categorical <br /> Exclusion and NEPA requirements may be met by the completion of a checklist. <br /> PROCUREMENT OF GOODS AND SERVICES <br /> In accordance with 2 CFR 200 and the exemptions obtained by the US Department of <br /> Transportation,codlfled at 2 CFR 1201,the University shall follow state-approved procedures <br /> when procuring goods and services. The University shall submit all procurement proposals <br /> for review and approval by the Department prior to Initiating work. <br /> PURCHASE THROUGH THE STATE CONTRACT <br /> The Department,through the North Carolina Department of Administration,Purchase and <br /> Contract Division,awards vehicle contracts to purchase vehicles for public use. These <br /> vehicle contracts comply with Federal Transit Administration(FTA)and State requirements. <br /> The University may utilize these vehicle contracts to purchase public vehicles,but must <br /> provide assurance that contracts also meet Federal Highway Administration(FHWA) <br /> requirements. For vehicles not Included In these contracts,the University shall conduct a <br /> competitive procurement process in accordance with this Agreement. <br /> TITLE,USE,MANAGEMENT AND DISPOSAL OF PROPERTY AND/OR VEHICLES <br /> • The University agrees to use Project property for appropriate purposes and In <br /> accordance with Property Standards denoted in 2 CFR 200.310--31 B. The <br /> University shall maintain all project equipment at a high level of cleanliness,safety, <br /> and mechanical soundness in accordance with the minimum maintenance <br /> Agreement ID#8239 9 <br />
