26 <br />collection route before going off-route to dump, assuming current equipment capacity <br />is retained. <br />The PAYT program may cause new participants to join the program. While staff now <br />estimates a participation rate as high as 90% in the Chapel Hill routes of the urban <br />curbside program, some of the 90% may begin setting out mare materials and some <br />of the 10% ofnon-participating households may now begin setting out materials thus <br />adding to the collection weights/volumes. <br />• Potential increases in recycling contaminants could result as people attempt to reduce <br />their waste disposal costs by putting non-recyclable materials in their recycling bins. <br />• Potential for increased inefficiency in recycling routing. If a particular chamber for <br />one type of curb-sorted recyclable fills before the rest of the truck is full, the truck <br />must leave the route, dump the full chamber and return to the collection route. <br />Cost Impacts <br />Staff assumes, based on the experience of others, that PAYT would result in more <br />recycling, which would cost more than we currently spend per stop. Waste <br />Industries, our curbside contractor, has quoted to solid waste staff an estimated cost <br />increase of approximately $0.50 per potential participating household per month <br />where they assume a projected 10% increase in recycling volumes and weights as a <br />result of PAYT. With 9,900 Chapel Hill stops in the recycling program, that is <br />$60,000 annually. A diversion of 550 to 900 tons from the Orange County landfill <br />would bean annual tipping fee savings to the Town of $23.,100 to $37,800. <br />• An additional indirect curbside recycling cost could include the need for more <br />intensive recycling education. That cost is not yet determined. <br />B.
