County Manager/Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />As noted in "Background" section Gayle Wilson, 968-2800 <br />Geof Gledhill, 732-2196 <br />Rod Visser, ext 2300 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-81$1 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane .336-227-2031 <br />PURPOSE: To discuss a process for resolving the disposition of the Greene Tract; the <br />implications of Chapel Hill's proposal to implement apay-as-you-throw financing system far <br />residential solid waste collection; and a proposed County ordinance regulating recyclable <br />materials. <br />BACKGROUND: <br />Dis~ositi_on of the Greene Tract <br />The solid waste .management interlocal agreement approved in September 1999 between the <br />County and the municipalities provides fora "bargaining period" during which the owners of the <br />Greene Tract are to work to resolve how the remaining 109 acres of that property will be used. <br />Orange County and Chapel Hill each have a 43 percent interest in the property, while Carrbaro <br />holds the remaining 14 percent interest. The agreement also establishes a mechanism for <br />calculating the reimbursement due to the Solid Waste/Landfill Operations Enterprise Fund if the <br />owners decide not to use the property for solid waste system purposes. The general uses <br />suggested by the County and the Towns of Carrboro and Chapel Hill include open space, <br />affordable housing, and Schaal site. Based on guidance from the Chair and Mayors, the County <br />and Town Managers have collaborated to draft a proposed framework and timetable for the <br />three local governments to decide to what uses the remainder of the Greene Tract should be <br />put. <br />This issue was scheduled for discussion at the April 19 Assembly of Governments meeting, but <br />there was insufficient time at that meeting to address the topic. The Board may wish to review <br />and revise the proposed process, and schedule for the May 1 regular meeting adoption of a <br />resolution that would establish the process and timetable for the governing boards to make <br />decisions about the uses of the Greene Tract. <br />
