<br />expenses for FY 2019-20 would be pro-rated based on a commencement date of November 11, <br />2019, and both the Sheriff and Eno River Academy would have the option at the beginning of <br />each future fiscal year to approve, amend or discontinue the associated Services Agreement <br />Contract. <br /> <br />The SRO would maintain the same training and certification requirements as apply to all other <br />certified law enforcement officers in the Sheriff’s Office and would be qualified to provide law <br />enforcement services in a manner consistent with customary law enforcement standards and <br />practices. <br /> <br />FINANCIAL IMPACT: There is no financial impact to the County. The funding of the 1.0 FTE <br />Deputy Sheriff I (School Resource Officer) position will be paid in its entirety by A Public School <br />of Choice, Inc., dba Eno River Academy. The annual salary for the position is $39,978, with a <br />total annual salary and benefits of $59,039. In addition, the Academy will cover the annual cost <br />of the SRO’s equipment and vehicle-related costs of $11,030, for a total of $70,069. For FY <br />2019-20, these annual amounts will be prorated based on the commencement date of <br />November 11, 2019, at an estimated cost of $49,632. Pending Board approval of the creation of <br />the position, and with each subsequent fiscal year approval of the Services Agreement Contract, <br />the total position costs, as well as the offsetting revenue from Eno River Academy, would be <br />included in the Sheriff’s Office annual budget. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this item: <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br />activity, substance abuse and domestic violence. <br /> <br />ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br />impact associated with this item. <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board consider: <br />1) Creating a 1.0 FTE Deputy Sheriff I Position in the Orange County Sheriff’s Office for <br />Assignment to Eno River Academy; and <br />2) Contingent upon the Board’s creation of the FTE Position, approve Budget Amendment <br />#2-A and the acceptance of offsetting revenue to cover the pro-rated costs of the position <br />for November 11, 2019 through June 30, 2020. <br /> <br />2
