He said it is critical in <br /> 25 that it will put several hundred people in Orange County and several thousands of others <br /> 26 back to work. He said he has been involved with several legislators since this <br /> 27 announcement came out several months ago. He said the shortfall is possibly related to <br /> 28 mismanagement of DOT, and the major storm and hurricane costs, and legislature dealt <br /> 29 with a class action lawsuit about property lines being changed without compensating <br /> 30 landowners after major storms. He said there is about a $1 billion cost to this class action <br /> 31 suit, so it created a perfect storm. <br /> 32 Commissioner Marcoplos said the storms are also known as climate change. <br /> 33 Commissioner McKee said the State usually budgets $50 million a year for storm <br /> 34 damage, and the actual cost was between $200 and $400 million. <br /> 35 <br /> 36 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene at <br /> 37 8:44 p.m. to move to Closed Session "To discuss matters related to the location or expansion of <br /> 38 industries or other businesses in the area served by the public body, including agreement on a <br /> 39 tentative list of economic development incentives that may be offered by the public body in <br /> 40 negotiations," NCGS § 143-318.11(a)(4). <br /> 41 <br /> 42 VOTE: UNANIMOUS <br /> 43 <br />
