12 1 Commissioner Dorosin said changing the culture is a different challenge than 2 getting diversity on the boards. He said a lot of these issues are part of this, and there is a 3 micro and macro aspect. 4 Chair Rich said these appointments can all go on one consent item, and staff can 5 talk with this board specifically. 6 7 4. REPRESENTATIVE APPOINTMENT DATE TERM 1 John Baker ETJ Partial Term 02l28 2020 BOCC Appointee 2 Will Heflin Transition Area First FuII Term 02I2812022 10 BOCC Appointee 11 12 Commissioner Greene asked if there is a reason that the BOCC is appointing John 13 Baker, as he lives within the Carrboro City limits. 14 Commissioner Bedford said this position has been vacant for so long, and Carrboro 15 can make recommendations after 90 days. She said all four applicants were white males. 16 David Hunt said the position was for the ETJ representative, and since vacancy was 17 for so long, Carrboro could appoint it if the Board of County Commissioners does not take 18 action within 90 days. He said it is in front of the Board now to make an official 19 appointment. 20 Commissioner Dorosin asked if these ETJ seats are required by statute. 21 John Roberts said yes, but there are no applicants from the ETJ. 22 Commissioner Dorosin said there are many people who live in the northern 23 transition area, who have expressed interest in this area in other discussions, and asked if 24 any of them would be willing to serve. 25 David Hunt said they do not want to be on this board; they want to be on others. 26 Chair Rich asked if the Board should move this to the consent agenda. 27 Commissioner Dorosin said the BOCC should review the ETJ's at a future meeting, 28 and ask if towns should let people out of the ETJ, and put them back in the County, or 29 annex them into the towns. He said this conversation illustrates a real flaw with the whole 30 set up. 31 Chair Rich agreed, and said it is a huge problem. She said the BOCC can look at 32 this in the future, maybe at a work session. 33 Commissioner Dorosin said perhaps the BOCC can get a map of the ETJ's so it can 34 see the boundaries and where they overlap. 35 36 5.
