The location, amount, type or mix of <br />residential development is a product of the county and/or town's comprehensive and zoning <br />plans. The Schools APFO does pace growth by affecting the timing of development to ensure <br />that it is matched with the adequate capacity or proposed capacity to prevent critical <br />overcrowding. A jointly prepared School Capital Needs Plan sets forth a financially feasible <br />program of school construction that approximates student enrollment projections. <br />
