zs <br />STAFF ANALYSIS OF PROPOSED AMENDMENT TO THE LAND USE <br />ELEMENT -ORANGE COUNTY COMPREHENSIVE PLAN <br />For Presentation at February 2fi, 2001 Public Hearing <br />CP-Z-OT: Hillsborough Area Ecanvmic Development Activity IVade -Creation of <br />new Economic Development Activity Node in the vicinity 'of I-$5/NG$6 <br />Comprehensive Plan amendment CP-2-01 involves the proposed creation of a new <br />Economic Development Activity Node in the vicinity of I-85 and NC 86. The Land <br />Use Element currently designates this area as aCommercial-Industrial Activity <br />Node. Three areas of varying size (areas 3a, 3b, and 3c) are included in CP-2-01. <br />Area 3a lies mostly in the southeast quadrant of the I-85/NC 8fi interchange and <br />along Old NC 10 and is the largest area at 41.51 acres. Area 3b is in the northeast <br />quadrant of I-85/NC 86 and is the smallest area at 5.34 acres. Area 3c contains <br />12.95 acres and is located on the north side of Old NC 10 and immediately east of <br />area 3a. Because of their physical separation, varying site features, and different <br />land use categories under the current plan, the areas will be addressed separately in <br />the following analysis. <br />~ 3~ <br />A. GENERAL DESCRIPTION <br />Area 3a is located in Hillsborough Township in the vicinity of the I-85/NC 8fi <br />interchange and NC 8fi/Old NC 10 intersection. The area contains 41.51 acres and is <br />composed of 12 parcels identified as follows: Hillsborough Township, Tax Map 45, <br />Lots 8, 8a, 9, 10, 10A, 108, 10C, 11A, 19A, 19C, 29 and 32. <br />Area 3a is irregular in shape and bounded to the north by I-85. With the exception of <br />three parcels on the west side' of NC 8fi, the remainder of the area lies to the east of <br />NC 8fi and along both sides of Old NC 10. The Norfolk and Southern Railroad right-of- <br />way forms the southern boundary of the area. All of the lots except for 10B and 29 <br />have existing structures and a variety of uses. Lots 8, 8A, 9, 10, 10A, and 10C are <br />clustered around the NC 8fi/Old NC 10 intersection and have single-family residential <br />uses. Lot 11A, the largest at 37.97 acres, is the site of the truck stop, restaurant, store, <br />and various storage and outbuildings. Lot 32 contains a concrete plant and parking <br />area for trucks. Immediately to the west of it are lots 19A and 19C which have storage <br />buildings and a garage. <br />The area is currently classified as Commercial-Industrial Activiity Node and Ten- <br />Year Transition. This amendment would place the area in Economic Development <br />Activity Node. Ten-Year Transition will be retained since being in a transition area is <br />a requirement for designation of an Economic Development Activity Node.
