RECOMMENDATION
The Planning Department recommends approval of the proposed plan amendment
for Area 1 for the following reasons:
1. The site lies within an area undergoing substantial transition to urban uses.
2. The amendment is in response to a change in the policies, objectives,
principles and standards governing the physical development of the
County.
3. It is consistent with the two basic strategies on which the plan is premised:
activity nodes and infill development
4. It is consistent with applicable goals and policies of the Land Use Element.
5. The proposed amendment is consistent with 10 of the 11 locational criteria
for Economic Development Activity Node and Ten-Year Transition. The
lone inconsistency is the "test" for Agriculture and Forestry. Four tracts
totaling almost 70 of the 97.67 acres are under use value taxation for
forestry. It should be noted however, that the largest tracts in the existing
EDD Activity Node to the west are also taxed as managed forestland.
h:\comp lan\eddplanamendmentCP-1-O 1. doc\2-1-01 \gb
