16 <br />involves "The creation of new activity nodes. or additions to existing activity nodes <br />which exceed ten (10) acres in land area." <br />The proposed amendment is contiguous to an existing Economic <br />Development Activity Node and the proposed addition is 97.67 acres. <br />Additional Information <br />Article 20.3.2 requires the submission of the following additional information: <br />a. "A fully-dimensioned map at a scale of not less than one hundred (100) feet to <br />the inch showing the land which would be covered by the proposed <br />Comprehensive Plan amendment,. and a legal description of the land." <br />Submitted. <br />b. "The manner in which the proposed amendment will carry out the intent/purpose <br />of the Comprehensive Plan." <br />The Land Use Element of the Comprehensive Plan is premised on two <br />basic strategies: activity nodes and infill development. The following ~xt <br />concerning these strategies is from Section 3.2 (Basic Concepts) of .the <br />Plan. The proposed amendments are supportive of these strategies. <br />The activity node strategy serves to cluster commer+cia! and industrial <br />development at major intersections throughout the County in locations <br />appropriate for serving the needs of the local residents. The activity nodes <br />are of various sizes and types to accommodate specked levels of intensity of <br />commercial and indusfrial activities. As designated activity nodes become <br />"built out';. new activity nodes maybe evaluated and located using the <br />locational criteria for the appropriate land use category or type of activity <br />node. The primary objective to be achieved through the use of the activity <br />node strategy is the efficient and compact use of the land. <br />The infill development strategy is premised on the desirability of encouraging <br />development to occur first within the corporate limits of the Towns and then, <br />when appropriate, within those areas surrounding the Towns which are in <br />transition from rural to urban development patterns. The achievement of a <br />higher rate of infill development than experienced in the past requires a <br />combination of incentives and disincentives to development activity which <br />include, but are not limited to, allowing higher densities and intensity of land <br />uses within urban areas and urbanizing areas and allowing only low intensity <br />uses outside these areas; streamlining development review processes for <br />higher intensity uses; requiring development standards in transition areas <br />similar to those in urban areas; and phased extension of urban services. <br />h:\complan\eddplanamendmentCP-1-Q l .doc\2-1-01\gb <br />
