November 6, 2019
Steven Arndt, MBA, CFM, PEM
Asset Management Services Director
Orange County Government
300 W Tryon Street, Rm 240
PO Box 8181
Hillsborough, NC 27278

Re: Orange County – Emergency Office Upfit
HH project number: 19-099
Dear Steven,
HH Architecture is pleased to present the following proposal for design services for an
emergency office upfit.
Basi c Scope
Orange County has charged our team with the design of an interior renovation to the Richard E.
Whitted Human Services Center Building and 405 Meadowlands Drive, both located in
Hillsborough, North Carolina. This proposal is based on the scope of work outlined in our
scoping meeting with you on November 5, 2019. We understand that Orange County has a total
construction and contingency budget of $154,000 for the Meadowlands Building and $225,000 for
the Whitted Building.

Orange County has identified this as an emergency project to relocate 29 administrative staff
from an existing space identified with mold and moisture issues to these two new locations. Per
our scoping meeting we understand the overall project scope to consist of the following:

1. Interior renovation of space identified in the Whitted Building in order to relocate 9 staff
members. Work shall include interior demolition of architectural finishes, new interior
partitions, new architectural finishes, and subsequent mechanical, electrical and fire
protection relocation work to support the new interior layout. The spaces for renovations
are documented on the attached plan.

2. Interior renovation of space identified in the Meadowlands Building in order to relocate
20 staff members. Work shall include interior demolition of architectural finishes, possible
new interior partitions, new architectural finishes, and subsequent mechanical, electrical
and fire protection relocation work to support the new interior layout. The spaces for
renovations are documented on the attached plan.

DocuSign Envelope ID: EFF6E9D4-D211-4AAE-8028-478C17134FBF
