Gayle Wilson, Solid Waste Director _ <br />968-2885 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To extend the Solid Waste Department agreement with Joyce Engineering, Inc. for <br />engineering and hydrogeological services dealing with the permitting and construction of the <br />planned Construction and Demolition (C & D) Landfill located on Eubanks Road, and for <br />general solid waste consulting services that the County may require. <br />BACKGROUND: At their meeting on February 7, 2001, the Board of Commissioners adopted <br />a resolution that endorsed development of a new construction and demolition landfill on <br />Eubanks Road. The new CAD landfill would complement other C8~D waste management <br />activities there as part of a master plan that emphasizes reduction and recycling activities, and <br />assures an environmentally sound and convenient option for managing the residual materials <br />from local generators of construction and demolition waste. <br />Joyce Engineering, Inc. has been providing engineering services to the Solid Waste <br />Department since 1992. Joyce Engineering prepared the Site Plan Application for the proposed <br />C8~D landfill. The~Application was submitted to the NCDENR Division of Waste Management, <br />Solid Waste Section in October 1999. The County needs to extend the contract with Joyce <br />Engineering for ongoing services that will include: <br />• Additional hydrogeological characterization of the planned C 8~ D landfill on Eubanks Road. <br />Four additional wells will be installed on the site. Information obtained during the drilling will <br />be used to prepare geologic cross sections of the substrata and determine the location and <br />flow direction of the groundwater. <br />• A Construction Plan Application for the planned C & D landfill. The application will include <br />construction drawings, sequence of operation drawings, erasion and sediment control plan, <br />closure drawings and construction details. Joyce will also prepare a construction report to <br />accompany the application. <br />
