C2085-4/01 <br />-t' DEPUTY TAX COLLECTOR <br />GENERAL DEFINITION OF WORK: <br />Performs difficult technical work coordinating delinquent tax collection activities for the <br />County; does related work as required. <br />Work is performed under general supervision. Supervision may be exercised over <br />subordinate clerical and technical personnel. <br />TYPICAL TASKS: <br />Performs office and field work in the collection of delinquent taxes; <br />Serves notices of overdue taxes and collects monies due; schedules payment <br />arrangements and keeps records of collections; <br />Authorizes garnishments, attachments, levies or other procedures to enforce collections; <br />follows up with necessary notification and documentation; <br />Interprets and educates taxpayers on tax laws, liabilities and requirements; explains <br />procedures and legal requirements; <br />Initiates and completes foreclosure proceedings following the procedure in North <br />Cazolina General Statutes 105-375; <br />Prepazes and mails initial letters of intent to foreclose; <br />Performs title seazch of delinquent real property taxes; <br />Prepazes and files judgement with Clerk of Court and notifies property owners and all <br />other interested parties; <br />Sets advertisement date; advertises property; and prepares notice of sale for the Sheriff; <br />Administers and maintains Chapter 13, 11 and 7 bankruptcy cases, ensuring that all <br />bankruptcy cases aze in compliance with the U.S. Bankruptcy Code; <br />Receives and reviews bankruptcy claim forms and processes all checks received from the <br />Bankruptcy Trustee; <br />Performs related tasks as required. <br />KNOWLEDGE, SKILLS AND ABILITIES: <br />Thorough knowledge of title searching for use in in rem foreclosure proceedings; <br />thorough knowledge of North Cazolina's real estate practices and transactions including <br />prepazation of deeds and prepazation of foreclosure documents; thorough knowledge of <br />North Cazolina's real property closing process and ability to communicate process to <br />parties involved; ability to work with attorneys to resolve title problems and prepaze <br />proper notices; ability to sign and take responsibility for legal documents; ability to <br />interpret and analyze records found in the Register of Deeds and Clerk of Court Office; <br />ability to establish and maintain effective working relationships with County officials and <br />officials outside of County government. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from a certified <br />paralegal training program with an Associate of Arts degree in Pazalegal Technology/ <br />Science and at least 2 years experience working in property tax collections; as a <br />paralegal, legal secretary or related occupation or graduation from high school and at <br />least 4 yeazs experience working in property tax collections; as a pazalegal, legal <br />secretary ar related occupation. <br />SPECIAL RE UIREMENTS: <br />Within two years, must possess Deputy Collector certification from the North Cazolina <br />
